District Manager

Vicky Dawley serves as the District Manager for TCRCD. She has more than 25 years experience in resource management and ranching. She was TCRCD’s first employee when she started as a Watershed Coordinator in 1999. She has overseen the growth of the district to its current eight employees and annual budget of over $600,000. Vicky has also managed well over $1 million in projects and grants for TCRCD. These projects include planting and maintenance of elderberry mitigation sites, development of conservation projects for local ranchers and owners of wildland parcels, education and outreach programs, and numerous environmental studies and reports. She holds a bachelor’s degree in business from Simpson College and has completed three years of botanical studies at U.C. Davis. Vicky’s skills include:

•  Coordinating meetings, including agenda and backup material preparation.

•  Actively seeking out and writing grant proposals including budget development.

•   Administration of grant projects and cooperative agreements.

•  Supervision of office operations and human resource management.

•  Development and maintenance of personnel and financial policies.

•  Preparation of annual budgets, strategic plans and annual work plans.

•  Ensuring compliance with statutes and government rules pertaining to or affecting District operations.

•  Organizing and preparing educational and outreach activities and materials.

•  Development of contracts with funding sources, bid documents, contracts for contractor services and materials, memoranda of understanding and interagency agreements.
