Environmental Review and Public Notification

The Resource Conservation District of Tehama County (RCDTC) is committed to environmental stewardship, regulatory compliance, and transparency in project planning and implementation. As a public agency, the RCDTC conducts environmental review in accordance with the California Environmental Quality Act (CEQA) and, when partnering on projects located on federal lands, the National Environmental Policy Act (NEPA).

Environmental review helps agencies identify potential environmental impacts, evaluate alternatives, and incorporate measures to avoid or reduce adverse effects. Both CEQA and NEPA also provide opportunities for public participation throughout the review process.

This page serves as a repository for environmental documents associated with RCDTC projects and activities. Interested parties are encouraged to review available materials and participate during designated public review periods. 

California Environmental Quality Act (CEQA) 

Notice of Exemption (NOE)

A Notice of Exemption (NOE) is filed when a project qualifies for a CEQA exemption and does not require further environmental review. Exempt projects are generally those that have little or no potential to result in significant environmental impacts.

The NOE provides a brief description of the project, identifies the applicable CEQA exemption, and documents the Lead Agency's determination that additional environmental analysis is not required. Filing an NOE also establishes a statute of limitations period for legal challenges to the exemption determination

Negative Declaration (ND)

A Negative Declaration (ND) is prepared when an Initial Study determines that a proposed project will not result in significant environmental impacts.

The ND summarizes the environmental review findings and documents the Lead Agency's conclusion that the project can be implemented without causing significant adverse environmental effects. Negative Declarations are circulated for public review and comment prior to project approval.

Mitigated Negative Declaration (MND)

A Mitigated Negative Declaration (MND) is prepared when an Initial Study identifies potentially significant environmental impacts, but mitigation measures can be incorporated into the project to reduce those impacts to a less-than-significant level.

The MND identifies the mitigation measures that will be implemented and describes how those measures will avoid, minimize, or offset potential impacts. Projects approved through an MND are typically accompanied by a Mitigation Monitoring and Reporting Program (MMRP) to ensure that mitigation commitments are implemented.

 

Project-Specific Analysis (PSA) 

A Project-Specific Analysis (PSA) is an environmental review document prepared under the California Vegetation Treatment Program (CalVTP).

The PSA evaluates site-specific conditions for vegetation treatment projects and determines whether the proposed project is consistent with the environmental analysis and mitigation measures previously evaluated in the CalVTP Program Environmental Impact Report (PEIR). PSAs are commonly used for forest health, hazardous fuels reduction, habitat restoration, and wildfire resilience projects.

National Environmental Policy Act (NEPA) 

The National Environmental Policy Act (NEPA) is a federal law that requires federal agencies to evaluate the environmental effects of proposed actions before making decisions.

The RCDTC frequently partners with federal agencies, including the U.S. Forest Service, Bureau of Land Management, Natural Resources Conservation Service, and U.S. Fish and Wildlife Service, to implement projects on federal lands. These projects may include forest health treatments, hazardous fuels reduction, watershed restoration, habitat enhancement, and wildfire resilience activities.

Depending on the nature of the project, federal agencies may prepare environmental documents such as:

  • Categorical Exclusions (CE)
  • Environmental Assessments (EA)
  • Findings of No Significant Impact (FONSI)
  • Environmental Impact Statements (EIS)
  • Records of Decision (ROD)

These documents evaluate potential environmental impacts, consider alternatives, and identify measures to avoid or minimize adverse effects. The RCDTC may provide access to NEPA documents associated with projects occurring within Tehama County for public information and review.
